Speak to your service provider, check you do not have an answering machine service turned on, if so you'll need to get that turned off if you want your answering machine to record the message, alternativly increase to time to answer on the Net mail so that the local answering machine can answer the call first.

1. Press and hold down the announce button.
2. You will hear record announcement after the tone.
3. Once you hear record announcement after the tone continue holding the relase button and record your message.
4. When you are done recording release the release button.
5. To hear your recorded message press and hold the release button and release after you have heard your message.
6. If you are not pleased with your recorded message, repeat the steps obove.

You can usually access the system voice mail setup from any extension.
Press Speaker
Dial ext 200.
When asked for security code, dial *,2,# (dial it twice if there is no code).
When main greeting begins, dial 632.
Using the soft keys under the display, press MORE, then MGR, then CHBX or, follow voice prompts if non-display phone.
Follow voice prompts. Remember, 1=Yes, 2=No.

I had this same challenge with an InterTel 5000 system. Outside calls going right to the receptionist. My solution: You cannot fix this from a phone, you must open the DB Session Manager, move to Call Routing Tables (this is right above Voice Processor) and move all of your extensions above the "NO MATCH" and "EMPTY" lines on the bottom. Anything below those two lines will bypass the extension and go straight to the main attendant. At least in my configuration it does. See below...
By just moving that last extension "5059" above the "NO MATCH" line, calls will now go to the extension from an outside caller. The trick is to hold your mouse on the pen icon and click several times to activate that line, then you can drag it to where you want. See below...

SOURCE: How do you set the answering machine or voice mail
First make sure the answering machine is on; press the On/Off button to turn it on and off. To set a message to be heard by those calling in: press and hold Skip/Annc. Begin speaking when A shows in the message window. Speak from about 9 inches away from the phone. Messages must be more than 3 seconds and less than 3 minutes long.
Press Prog/Mem and then Skip/Annc to hear the current message. Press and hold Setup until you hear the current setting (Selected announcement is A or Announce Only). Use Skip/Repeat to change the setting. No one will be able to leave a message if Announce Only is on.
After you have held the Setup button, as above, press Setup additional times to set the number of rings before the machine answers and the remote access code among other features.
To set the date and time, press and hold Clock for 1 second. Use the Skip button to advance the current digit; the Repeat button will subtract one from the current value. Press Clock again to advance to the next value to change (day of week, hour, minute, second).
Press Play to hear new messages; press and hold Play to hear all messages. Press Repeat to repeat the current message. Press Repeat twice to hear the last message. Hold Repeat to slow the message playback.
Delete a message by pressing Remove during playback; press Remove twice to delete all messages (if there are no new messages). A blinking F indicates the memory is full and messages must be deleted.
