Cooling capacity to dimish is not normal. Have you preformed any service on the unit such as cleaning the coils etc... Its possible that the unit has developed a leak and lost some of the refrigerant.

The unit is a 3 ton or around 36,000 BTU
It also is around a 10 SEER could be a abit more depending on the maych up of the coil and airhandler or furnace combination...
3 ton cooling capacity 90,000 btu heat capacity. In Vermont it would be enough if the home was a 4 or 5 star home. Remember it is only 80% efficient so you will only net 72,000 btu output.
