The phone was originally a government issued phone and once the contract expired, I could either get another phone plan or purchase a pre-paid card of my choice

It depends on which carrier the prepaid was with.
if The original prepaid and your wifes plan are both with the same carrier then it should be no problem just swap the sim over.
eg ( telstra to telstra ) or Optus To optus.
If the v3 is an Optus predaid and your wifes sim is a telsra plan then it wont accept the sim as the carriers lock the prepaid phones to their network

just download "Motokit "software.& install it in ur PC.Select Data/fax mode in usb setting of ur mobile.
then open the MOtokit software & connect ur phone..Software will automatically detect ur phone.
then of top left side of the software select " mobile" & then"info"..it will give u the Unlock code & security code of ur mobile...

Hey, I had a similar problem where my krzr kept freezing up on me and i found a solution on another site. I had given up and was going to take it into a store tomorrow but this actually worked. Take the battery out and then hold the power key down for 15-30 seconds. This does a hard reboot of the phone. Then put the batter back in and turn it on. I didn't lose any of my info and it's working just fine now

You were saying that the phone does not have a SIM card slot. You need to double-check it. If the phone does not have a SIM card slot, you need to bring it to a repair technician to put a SIM card slot, unlock the factory code so that you could use it in other country.
But doing it would void the warranty cause it's against the contract of Verizon and Samsung company.
