Is it powering on at all? If so, do you see the Dell screen? If you do not see the Dell screen, it's not even POSTing. That usually points to a hardware problem. If you are seeing the Dell screen and it's not loading Windows, that is usually a software issue related to Windows (or it could be bad sectors on your HDD). If you are not seeing the Dell screen, try removing the battery and using only the power cord to power it with. If, however, it is not powering on at all, try a different power cord.

SOURCE: I have a Dell d620
Hi It could be any of a hundred things. Your BIOS performs many tests as you turn on the system, if some of those tests fail it will halt the system. However try this...unplug the power, take the battery out and hold down the power button for around 60seconds. This will release any excess charge built up in the machine. Put the power back in and turn on. That's it. You can also then replace the battery. Thank you for contacting fixya.com
Now there will always be various reasons for your screen to fail etc but most will not allow your laptop boot with all lights on and if you hear little 'plink' noises which suggest the laptop has fully booted.
Please get back to us if you have further query else please accept the suggestion.
