Paypal should be safe as long as you vary your password from time to time.
They do use encrypting software for their secure site. It would be as secure as any online banking with the big banks.

They also offer a guarantee of refund for some types of transactions.
Paypal's phone number is 1800-073-263 if you need to talk to them.

Login to paypal, check the account status to see what has happened to the payment. Generally if the account receiving is non-existant - the payment will not go thru. If it has gone thru then contact paypal ASAP to get it reversed or cancelled.

I am also in India and I used to do the same transaction. Please wait for upto two more days and if it's not credited to your account. You better call the Bank and clarify. I am sure that there's no paypal issue in India at the moment as recent months.

When you say, "completed on 04 oct 2010..." means the transaction was transferred to the bank from your paypal account, but if the staff haven't processed the transaction, it'll not be credited to your account. I takes at least 4 days and at most 10 days.

I had similar situation, just get customer support they can find it faster then you.
Also i would start out as a new paypal customer by having them delete that account and just make a new one with in that 24 hrs.. So that you can start out fresh and know that this will be your only account, reason you probably made a account before but don't remember that you did and used a different email address or lost password.
I had to do the same thing because it was conflicting with my bank and for 5 months i was doing what you are now looking because you did not want to contact customer support and then i called fixed with in 2 mins and was easy to fix after.

PayPal is essentially an online bank, the only problem being that you can't take money out from a branch like a standard bank. There have two options as far as getting the money out of PayPal; she can request a check from PayPal for the balance, though that will take a few weeks and requires an address to send it to; or she can link a bank account to the PayPal account and move the money from PayPal to the bank, which would allow her to withdraw the money from an ATM or branch.
To request a check, log in to PayPal and, on the white bar near the top that starts with "Overview" select withdraw and select "Request Check".
To link a bank account, log in to PayPal and select "Profile" on the white bar near top, then select "Bank Accounts" and click "Add" then enter the bank account's information and follow the instructions on the site.

Send the customer an email from your ebay account and save a copy for yourself. Tell him that the payment he sent did not go into the right paypal account. Ask him to cancel this payment so that paypal refunds his money. Tell him that you will send an invoice to him from paypal with a request for payment. Ask him not to re-send his payment until he receives that invoice request from your account. Then go into your paypal account and click on the request money link. Choose the option to send an invoice and enter the information for your EBAY account if you have not already done so. Then send an invoice to that person requesting payment with a note that says the same thing in your email from EABY - tell him to cancel the other payment because it went to the wrong account and ask him to use this account instead. Tell him you have already waited two days and that he only has 1 -2 days more to pay for this item or you send a bidding strike for non payment.

The only option you have is to file for your money to be returned through paypal.
Ebay has a 3 strike rule for none shipments so reporting will not work unless he has done this 2 other times.

Sometimes with big companies like these it is hard to gather enough proof to even get their attention, but in this case it seems as though you do have a good amount of proof, especially if they told you that they were having technical difficulties at the time of the email error. From what you have posted i would say that 90% of the burden is on them and they are responsible for damages ($270), but the other 10% is that it is your responsibility to have all the records and such, if you do (which it sounds like you do), i can recommend that you get on the phone with paypal and be relentless, make sure that you have your proof ready, but again, BE RELENTLESS. Don't let them convince you that it is your fault or that it never took place, because $270 is a lot to me and you, but not to a big company like them.

Sometimes it takes upto 10 days for paypal payments to clear. Your seller might be waiting for it to clear before sending the goods or even acknowledging payment. It might be worth emailing him for clarification and wait a couple of days for clearance. As a seller i personally sent out goods once and the payment even appeared in my account, however the payment was then cancelled before it cleared and so i lost 200 ukp, the buyer never paid but i had sent the goods, so many sellers are very wary of this trap and wont send out until payment cleared.

When did it happens? You must act fast. Contact rspears mail immediately do not accept the payment/transaction from paypal. And also request to sent back/cancel the transaction. Contact paypal to cancel that transaction which wrongly sent. Paypal will help you.
