Is the hand wheel properly engaged ? A hand wheel often is used when you wind bobbin. When you wind a bobbin, you want to disengage the clutch to prevent the needle going up/down.
On a lot of machines, either the entire hand wheel will pull out, or a smaller middle dial will pull out. You pull it out to wind the bobbin, push it back in to reengage the clutch so the needle goes up/down again.
So giving it a good push IN might solve this.
SOURCE: Hand Wheel
There is a smaller wheel in the center of the big wheel. This has to be tightened in order for the needle to operate. This smaller wheel is needing to be in the loosened state to wind the bobbin. The needle should not go up & down then. Just hold the outside wheel & tighten the inner wheel. This should solve your problem. Hey, just wondering if I could possibly get a copy of your manual, as I lost mine for this model. I would really appreciate it! My email is [email protected] Thanks & Good Luck

Ok I know that youve checked this, but I have to ask.
Pg 39
Check and make sure the reverse lever isnt engaged.
I'm looking at pg 27 and see you have a traditional bobbin casing (not a drop in) make sure your bobbin is wound well and the case is inserted correctly. (they are picky)
Change your needle make sure its in right and tight. (I have bent many a needle just slightly, and it causes huge issues with this particular type of bobbin casing)
Pg 35 gives a test for the bobbin tension. If your thread rolls, the tension is too loose, OR the case may have gotten damaged.
Lets see if this helped.
Good luck

It may be rusted or a looper may be bent. Take it into a sewing machine dealer for service/repair.

If the hook is bent, you might be able to straighten it, but I would go to my dealer and purchase a new threader. It is much easier to replace it.
SOURCE: motor is fine, but won't sew
since the machine has been setting for 20 years, it needs to be serviced
the old grease & oil have probably turned the gunk. the servicing can also tell if any parts are damaged
