and also picture tube centre black spot is there
Check its solder terminal at the CRT board [Filament voltage]. It sounds like the filament do not glow after some time due to a loose contact at the CRT base connector sockets. Check it.

If this does not help, check the ABL circuit for any open resistor.

It definitely does not seem to be a problem with the Picture Tube. More like a cold solder. It is definitley not a job for a layman. Also, get a good technician to have a look, as locating cold solders is a labourous and time consuming process. It could also be possible that the main DC filter capacitor is getting dry, and may require replacement.

That's either a high voltage problem, or a deflection problem. WARNING, CRT Based Televisions have potently life threatening voltages inside them, and should be serviced by trained personnel only. With that out of the way. According to http://www.repairhelper.com It's a capacitor failure Fault - Width and E/W correction fault Remedy - Replace R626 and C630 I don't have a manual so I can't tell you for sure what the resistor and capacitor do, or where they are located.

Just read your list of problems The first fault (Diagonal lines & picture collapse from left & right) Sounded like either A poor connection or dry solder joint either on scan coils or scan coil plug / socket on main pcb.
If this were the case the engineer that called out should have spotted this & sorted it very easily. But you say it is still the same so what did he do ?
Did he give you a reciept with break down of what he did ? If yes please post it here for me to go over.
The sound problem you describe has thrown me a little so could you please post your tv model number on this page so I can see if this is a stock fault.
The static shocks you are getting is relatively normal & not a problem unless you are getting them off of speaker grilles or even tv casing if it is silver in colour.

It needs repair.
If the line is vertical, then something is damaged on its horizontal circuit section on the mainboard.
If the line is horizontal, the vertical circuit section is damaged.
have it repaired to a qualified service center or person!
avoid switching it to avoid further damage on other parts!
