This is what they call device interference, You might have to many wireless devices connected to a single USB port on your PC. Sometimes its a struggle between keyboard and mouse both wireless. Solution would be to limit the wireless devices to certain USB ports. For ex: plug the wireless keyboard to opposite USB port from the wireless mouse, vise versa. If you are using a multi-port USB connector, unplug the mouse from the multi-port and plug it to a single USB port on the PC.

what OS, please if windows, use CTRL+ESC to activate the menu, find control panel, by using the arrow keys all the way till you get to the control panel also use the enter key to activate. make necessary adjustment

Clean your Pad with a moist wet tissue and dry.
In Control Panel -> Devices manager -> uninstall the mouse/pad driver and either use detect new plug-and-play hardware via the top of the tree in the device manager listing (eg. you Computer name) context menu or simply reboot to force a new re-install of the driver for your Pad and Mouse and see if it solves the problem.
If your Pad is the Synaptic type, install your Netbook driver for the Pad.
