This happened on my older Ryobi as well. Turns out it was the fuel lines. The ethnol in the gas made the lines swell up inside.

Backpack only runs low RPM, especially when cold.

Your carbeurator is gummed up. Remove the old fuel and make up a new fuel mix with new gas from the gas station. Then get a can of carbeurator cleaner spray. Three short squirts in the air intake and let it run. Three more squirts every minute or so until you dissolve the partial blockage that is causing your problem.

I have an echo gas powered leaf blower, model pb251. it will start and idol, but wont run any faster than that, and throttle cable seems to be ok.

I just fixed my Echo PB 2100 with the same issue. It would start, run, all throttle openings OK but would not rev-up. It was a dirty/clogged screen on the muffler. Scraped the thick tar off then used Lacquer Thinner to soak it clean. Blower works better than ever now....
