Whirlpool washer wont allow cold water into tub, but will allow the hot water. when rotary temperature dial is on cold, the water just trickles out. the model #lsq9659pw3
Mixing valve should lock out the hot water when on the cold water setting. Either your hoses are crossed, or the mixing valve is flipped. To see if one of these is true, try it on a hot water setting to see if cold water comes in, or try just swapping the water hoses.

Please try to swap both the connections, hot to cold and cold to hot, swapping will hopefully work. If swapping wont work then the water inlet valve also known as inlet hose assembly is bad and needs replacement. Please check the water level switch as well although I believe it is the water inlet valve causing this problem.
The hot and cold water supply hoses that connect the washer from the water supply faucets on the wall to the water connections on the back of the clothes washer usually have filter / sediment screens within there connection fittings at the end of the hoses, these will collect dirt,sand, calcium deposits, etc.,when they trap enough of these materials they will plug up and restrict the flow of water into the clothes washer. Turn off the water faucets at the wall, and you should do this for both hot and cold hoses, disconnect the hoses from the washer and the water faucets, look into the hose ends and pull out the screens and clean them out by running water and what ever you can use to clean them completely!!!!!
Now look inside the water connections on the back of the clothes washer,where you screw the hoses on the washer, and check to see if there are filter screens in there, if there is, remove them and clean out completely also, then reverse the removal process and reconnect the hoses, makeing sure to connect the hot and cold hoses to the right connection on the back of the clothes washer!!
Try filling the washer with water to see if you have corrected the problem.
Make sure hot and cold hoses are correct on the back of the washer!!!!

remove the cold water hose from the machine that is your service line feeding into it. a screen in the inlet were the hose attaches to is probably clogged up
Upstairs do you get hot water to your sink faucet. If you do this indicates to me that the temperature valve in your Shower & Tub may need to be adjusted.
For single handle please remove handle to gain access to dial that adjusts hot & cold water mixing.
Remember where it is and take it out and replace about a 1/8 to 1/4 turn counter clockwise and reinstall and try.
It is a plastic adjustment dial that will slide off after the handle is removed.
Trace lines if possible to assure correct pipe's are connected to valve.
you need to replace the hot cold inlet water valve on the back of washer,the solinard for the hot water is not opening all the way,this is a common problem on all washer,if you go to sears .com click on parts put in your model number you can get the part and it shows you where it goes,hope this helped you-mike
