The screen is only showing the bottom half. - RCA 24V511T 24" TV

Hi. Look for cold solderjoints on the vertical output section. Most likely, the vertical final IC has bad solderings. Using a magnifier, one can see "craters" around the soldering pin/pad. Or just simply re-do all of them. Good luck;
