Dual flush toilet
SOURCE: My toilet flushes inconsistenly. one time it goes
I have worked on these for many years. The flapper that's attached to the chain and handle, sometimes drops to soon before the tank gets to fill up enough to flush completely. If the flapper has not been changed for some time, it would be a good time now. I wouldn't change out the toilet unless it is cracked. This is a well made one, and I would want to keep it.

The float isn't closing the valve, which is adjustable, but there are many different styles of these. Who installed it? Can you call them back? Did they leave the packaging? I might be able to help if you can tell me the brand and model of the kit.

Since you are in a basement, your plumbing may run into an ejector pit, which is a heavy duty type of sump pump pit that can grind up toilet paper and shoot it up into a main drain pipe at a higher level. That may be why the upstairs doesn't affect your plumbing. Look around for a steel lid, about 20" diameter with two pipes coming out of it (usually 2 inches diameter). See if the circuit breaker is tripped. Sometimes, a light tap on the pipes near the lid can get the pump float to turn on if it gets stuck. Good luck.
