I am not aware of an ' iCloud Lock '. If you mean the user set passcode, the only way is to do a Factory Reset.
iCloud has a password, and that is the same one you use at the App Store. That has to remain in place to protect your credit card use. If you have forgotten that password, you can click Forgot Password link and a reset will be emailed to the email address associated with your iCloud/iStore account.
If its asking for an apple ID or iTunes account password then you need to sign in with that. If you forgot it you can recover it using the email account you signed up with. If you have a lock code on the tabket then it may be that one. You can sometimes sign out of itunes and sign in with a new one as well.
