I definitely think that this is a motherboard problem; however, I would first check the power supply to make sure that is OK. If the power supply is good you can try this workaround:
1) Disconnect all of the cables that are connected to the PC - Power cable, Monitor, Keyboard, Mouse, USB and any other cables.
2) Pull the small coin battery that is on the motherboard and leave it out. Wait for about 5 minutes.
3) With the coin battery still removed plug in the power cord. The power button will blink amber but at a faster rate. Give this about a minute and the power button will change to green and the machine will power on.
4) Once the machine is powered up replace the coin battery. Do not shut down the machine when you re-install the battery.
At this time you can connect all of the essential cables. You might need to press Ctrl-Alt-Del to re-start the machine once you have the essential cables installed.
If you power down the machine completely you might get the amber light again. I would plan on replacing the motherboard if you want to continue using the computer.

goes for about 180 bucks and it a IDE PATA Drive I do belive since your dimensions 2300 motherboard 3T237 is only IDE and does not have SATA
your motherboard can also handle 1 gig of ram so if you havent maxed out your motherboard yet I would highly suggest it. Ram for it wont cost you much either.
I would add the newer drive as a secoundary drive since I am sure that your operating system is pre loaded.
or you can also add external drives to your system as well for more storage as well and they are starting to come down in price as well. you have options it all depends what ya wanna do with it.
