i would suspect a carb adjustment first... then check and make sure nothing internal has gone kerplunk (those blowers are cheap) then look for a replacement carb
Not sure what carb you have..You should be able to see a spring loaded air/gas adjustment screw on the carb..once running turn clockwise until motor starts bogging down then the other way until it does the same..keep adjusting back and forth unti it runs smooth..
you may have another on the bottom of the carb bowel..do the same with it...if this doesn't work needs a rebuild kit..good luck..
the new carburators do have adjustments but consumer is not allowed to adjust do to epa regulations find an echo dealer or echo repair tech with tools to do job everyones answer is carb clean carb clean damages diaphrams and seals in carb never use carb clean on lawn and garden equipment.
If we are talking about a hand held leaf blower. The fuel leaking from the carb is likely caused by a stiff metering diaghram holding the needle open. Rebuild your carb ( I suggest also replacing the fuel lines and primer bulb while you are at it) and double check the lever adjustment.
I think that those are suppose to be caps over the screw to discourage inadvertant tinkering with it. That way it is a deliberate act to get to them, if it is what I think it is.

This is either a clogged muffler or carb. Take the off and see if it will rev. If not you need to clean carb and install a carb repair kit. Do not run long with muffler off.

the carb has a screen in it it needs to be cleaned out the fuel gets crystalized in the carb when it sits for a while. and if the carb has a high and low on the carb meaning 2 screws on the side of the carb .one is for air and the other is for fuel try this first start it up and give it full throttle and turn the high adjustment till it does something screw it in slowley and or out till it is at full rpm sometimes the adjustment screws do vibrate there way out of adjustment .if it dont work then take the carb apart to clean out the screen
