If your pump is blocked in any way (usually a closed valve), then the pump cannot keep water flowing. It could be starved of water if blocked on the suction side, or an air leak. On the return side, it's usually a ``dead head`` pipe, or a closed outlet valve. In either case, the pump can overheat and actually boil the water within it. In that case, the fittings attached to it can deform and cause bigger air leaks, which compounds the problem. If you replace the fittings, reconnect the pipe and remove any blockages, you should be fine.

Lock the shaft at the back of the motor and spin the impeller off counter-clockwise.

If you are certain of your test results and the line connections being on the correct terminals in the motor the only explanation is an open connection within the motor and the need for it to be repaired or replaced. Of course if it tests fine on a bench even after your trial on site it would seem far more likely there is a wire in the wrong spot. Triple check the connection diagram on the motor to your lead placement one more time and if you are sure everything is as it should be you’ll need to have it looked at be a motor shop to see if the motor can be repaired for a cost that is reasonable compared to the price of new.

The "points" you are talking about sound like the contacts. These are closed for starting and open when the shaft turns at a set rate to change to "run" mode. They are not adjustable. Underneath the contacts is a small part with 2 springs that moved when the motor starts turning. This whole assembly is a centrifugal switch. I would take the assembly apart and re-install it. Make sure the "bracket" is seated correctly on the shaft. The motor shaft end is grooved so the "bracket fits tight. When installing the contact assembly, make sure the contacts rest DIRECLTY centered over the tab in the middle of the "bracket". Its a bit of a job, but if you are mecanically inclined, should be no problem.... Good luck...
