Before going through with all the above, make sure temp probe is clean (crud all over it is not a good thing). If it does try cleaning it with maybe a spray oven cleaner, Do Not Do This With Oven On, UNPUG!

It sounds like your Frigidaire oven could need to be calibrated. If could also be an issue with you thermostat or control panel. sounds like the TOD may be at fault. can you supply me with the model # on your stove please?
as far as the popping sound, that would the spark module.

Adjusting Oven Temperature
Oven temperature has been factory calibrated and tested. If
oven consistently over or under cooks food, adjust thermostat.
Oven temperature can be increased or decreased 35°F. To
avoid over adjusting oven, move temperature 5°F each time.
1. Push BAKE pad.
2. Press + pad until an oven temperature greater than 500°F
shows in display.
3. Immediately push and hold, approximately 5 seconds,
BAKE button until “00” appears.
4. Press + or - arrow pad to adjust oven temperature.
• To increase oven temperature (for a hotter oven), Press
pad until a positive number appears in display.
• To decrease oven temperature (for a cooler oven),
Press pad until a negative number appears in display.
5. Press OVEN CANCEL pad to save adjustment.
• Setting is saved if power fails or is disconnected.

It isn't a design flaw. It is an air pressure switch. Main fan not running OR oven is dirty and the tube to the air pressure switch is clogged. Dirty ovens aren't a design flaw. I saw it once a week. Five minutes clearing the tube and you back in business. Hope this helps.

The temperature is within manufactures specifications.
By that I mean that the majority of manufactures allow a tolerance of + or - 10 % of the set temperature.
So, in your case, 10% of 350 degrees is 35 degrees, thereby showing that the actual temperature you are obtaining is well within the 10% allowance.
