I have tried everything our book suggested to no avail.

OU might need to deregister the hand set first by holding down the red
end (hang up key) and keep it down while holding the # key. If
deregister wont work use base unavailable and yes, you are sure twice.
List the handset numbers of those working handsets
Using a WORKING handset follow these directions
Resetting Handsets
If you want to register the handset to a different base or
replace a handset with another one, you must first clear the
registration information from the base and the handset.
1. Press and hold [ ] and [#] for
at least 5 seconds, until the
SYSTEM RESET menu
appears.
2. Select the DEREGISTER HS
submenu. WHICH HANDSET?
appears in the display.
3. Move the cursor to select the handset ID to be de-registered
from the list, and then press the OK soft key. DEREGISTER HS
appears. CHOSE A NUMBER THAT IS NOT ONE OF YOUR WORKING HANDSETS
4. Move the cursor to select YES, and then press the OK soft key.
When ARE YOU SURE? appears, select YES. You will hear a
confirmation tone.
PUT THE HANDSET IN THE BASE CHARGER AND IT SHOULD REGISTER

Do you also have a telephone-company provided answering feature on your line (such as Verizon's home voice mail)? I've known other people who got this service as part of a package from their phone company without realizing it, and had just the same trouble. Your callers may be reaching that instead of your answering machine.
Most companies alert you to waiting messages through "stutter dialtone." When you pick up your handset you'll hear two or three short bursts of dialtone before it goes steady. This is your signal to pick up your voicemail messages. Are you hearing this?
Check with your telephone service provider if you are unsure. If your telephone answering machine says it hasn't taken any messages, the full box message must be coming from them.

SOURCE: The base ringer on my Uniden TRU9480 base station
I found my owners manual and to adjust the ringer on either the Base Station or Hand Set as follows:
with the hand set in place just use the base arrow up or down to go from 0 (off) to 2 (loud) and on the hand set just use the arrows for high low or off. Just bew sure to have the hand set on the base before adjusting the ringer

1) With the phone in standby mode, press the menu/clock key three times.
You hear “Ring time” and the current ring time ([2 ], [ 4], [6 ], [T ] Toll
saver), and it is displayed on the main base. Then you hear the guidance for setting
the ring time.
2) Press the volume/select/ or up or down arrow key until the desired ring time appears.
3) Press the set key to select the new ring time. You hear a confirmation tone, then
the announcement “Ring time” followed by the new ring time. After a few
seconds, the system announces “To set record time, press menu again.”
