White smoke is usually a sign that there is a problem with the cooling system. Blue smoke is fuel related.
Have the cooling system checked at a guess I would say this is water leaking into the cylinders which indicates a cylinder head gasket fault. A faulty cylinder head gasket would also cause slight loss of compression which could explain the loss of power. remove the oil filler cap on the engine if there is a sign of a light brown (cream) coloured substance (water contaminated oil) on the cap or in the cover then the head gasket needs replacing also check the dipstick.

have you checked your air inlet manifold for any leakages by spraying WD40 around each portall bolted to the cylinderhead gasket,check for vacuum air pipes deterioration.make sure the engine is running first ,then spray WD40 to check that the engine speed should increase.it sounds like your engine is haveing problems breathing due to heavy hydro carbons increasing./and your CO2% is dropping.

if its diesel, attach a tube to pipe leading into primer pump.[black bulb ]. attach a pump . and tube from outlet of pump to container pump out diesel till empty. if petrol locate pipe feed from tank and connect to it same as earlier

It sounds like the rings are washed out for some reason. any chance you filled up at a gas station with water in there gas ? if it was me I would do a compression test and see if it is low , and it sounds like it might be then leave the plugs out and put oil in each cly turn engine over a few times and let sit over night or at least serveral hours , this will free the rings up , fuel and miss fires will wash the rings out and running will get you white smoke , after oil has set in cyl now you have to clean it out if you have qa air compressor you can shoot air into each keeping a rag over so you dont make a mess, and you can keeping one end in hand send a rag down to soak it up, you will most likely have to pull the plugs out and clean them with break clean a few times till the engine will stay running once it stays running it will smoke until the oil is gone but the compression should be back to normal and cleared up it might smoke for over an hour once you get it running you can hold throttle to 2000 rpm as well this helps a bunch. but find out where compression should be and check it . I think some how either the missfire or bad gas. did you replace any coils or coil pack ? is the miss fire gone?

Sounds like your injection pump timing is off, an injector is leaking or a bad seal on your IP.
VW dealers have a horrible reputation when it comes to TDI's. Check out the posts over at www.tdiclub.com Those guys are very knowledgeable - and the first thing they'll tell you is don't take it to a dealer.
You can probably find someone in your area that has a copy of Vag-Com (scantool software that vw uses) software that could look at your timing. It definitely sounds like your dealer was throwing parts at your car because they didn't know what your problem is. If I were you, I'd copy and paste your post from here over at www.tdiclub.com
