Hello, First try taking the battery out and letting set for 30 mins and repower back on. It could either be the power charger cable, the battery or your computer needs to be repaired.
What is the model of your HP? It should be on the lcd or just above the keyboard. Also you can look on the bottom for a label. Example HP Pavilion DV2000.
Do you know if you have the Nvidia Graphics Card on your computer?
If the laptop is less than a year old and you are having issues with it you should HP and have the problems fixed before the 1yr warranty runs out and then you are responsible for the repairs out of your pocket.

check in the bios by taping F10
if the screen is flickering in the bios then it is a hardware issue
if it does not flicker in the bios then it is not a hardware issue
try updating the display driver
if it does not work then needs to perform a recovery on the computer
The Display panel on my hp 6530s laptop keeps flickering like a TV with bad reception during start up and the flickering goes away after about 3 minutes or if I restart the computer.
