Fo to google store and take the app apn tweaker and connect to internet through wifi and invoke the app and select your desired operator and apn is set and phone is unlocked.

I can't get the tablet to reboot it stays on android screen

I have CWM for it. It really works on my N7189. But i need full Rom for this device or backup for SPFlashTool.

From main screen...
Press bottom left button. (The one with the four squares)
Tap "Settings" on the menu that should have popped up.
Scroll to the bottom of the menu and you should see "About phone"
Tap it and in the "Greyed out" areas you will see information regarding your handset.

Baseband Version
Kernel Version.
