When you turn off a tablet, it's turned off. Thus, will not automatically illuminate even if it's charging in the background. If you really care to see the battery icon you can press the power button and in some tablets the battery icon will show without necessarily turning on the tablet.

Try reseting the iPad by holding the home and power buttons simultaneously until the iPad completely shuts down and the Apple logo appears.

Once the Apple logo appears you can release the buttons. If this does not work, you may need to connect your iPad to your computer and do a factory restore using iTunes.

Proscan tablet won't charge and flashes blue screen while I try to turn it on ?

Go to you tube type in your Question all of it MAKE & MODEL should be included in it , a page should appear check out the video's having your tablet to hand and then follow instructions given . Hope this helps .
