My iphone has ben inadvertanly locked by passcode, the optus folk have said I have to delete everything through iTunes but I cant get action as I dont have an apple ID or password. plase assist? I dont think I have had an apple ID

You can easily create your own Apple ID here: https://www.apple.com/icloud/setup/
But it seems that your particular iPhone is locked via the former owners Apple ID, which gives you no option other than contacting him and asking to delete this iPhone from his iCloud account.

Enter DFU mode by holding the sleep (top button) and the home button for 30 seconds. Then plug your phone in, iTunes will recognize your phone and will ask you to restore it.

If it got wet, you can bring it to any Apple Store. Nine times out of ten they will replace it for $150 to $200 dollars. Unless they determine it is a manufacturers defect and you are still under warranty, then you want have to pay anything. they will usually just replace it for you.
Otherwise, you may have to pay up to $200 for a replacement.

The only way is to reflash a new firmware and wipe the code as well as the phone clean.
To do this start itunes on your computer. Then connect your phone to the computer. Once itunes detected your phone hold the POWER and the HOME buttons down at the same time for about 10 seconds. Once the phone flashes off, let go of the POWER button and keep holding the HOME button until you see a message on the itunes telling you that your phone is detected and needs to be RESTORED.
