To be a "WIFI hotspot" you have to be connected to a network OTHER than WIFI. Usually you connect your phone to a data network (i.e. LTE, 4G, 3G, GSM, GPRS). Then the phone reshaped the connection via WIFI to devices that are close by.
Please go to mobile setting and turn on wi-fi on your mobile phone.
Now wi-fi network is on.
below your are showing wi-fi connection names.
now click on wi-fi connection and connect.

enter correct password and click ok .

you will have to enable the wifi option on your phone and then connect to a wifi hot spot or access point.your device does have built in wifi..please look for a swtich or something that needs to be used to enable wifi..usually you will see them on the system--connections as wilan or wifi..hope it helps!
i've gotten that a couple times when trying to connect via the internal modem, a simple reset usually fixed it. If your wifi settings are messed up make sure your wifi switch is on, ensure it is enabled in com manager too. Also, try removing the wireless network via the software and adding it again.
if all that fails do a hard reset. If that fails you are pretty much out of luck. I had two MDA's.... they both slowly got **** as months went by and i constantly had to reload the firmware, you may want to consider a different model
