Replaced it once it is 2 years old , new belt fell off after 3 mows,,maybe I didn't put link on right but I know belt was right

there is no adjustment..it is set by the spring that engages ur drive belt....

If it's an idler pulley, where the belt changes direction from the engine - yes it should turn freely. If it's a double pulley where the drive pulley from the engine connects with the deck/blade pulley, then it it's not going to turn totally free because of the blade pulleys connected to it. But in all cases, none of the pulleys should be seized. Try using WD40 or PB Blaster on the pulley bearing surface to loosen it up - or a new pulley...

Often there is a keeper on the back of the pulley, and the belt must go inside the keeper. Get an inspection mirror up in there to look if necessary. Start by putting the belt on the transaxle pulley, then on the PTO pulley, then on the idler, last have someone sit on the mower and depress the clutch pedal while you put the belt over that pulley.
