It should be the same as my Seiko. The pull out Crown has two or three positions.
Pull crown out to 1st position (sometimes 2nd). Turning one way will alter the date and turning the other way will alter the day. Pull the Crown all the way out to adjust the time.
Currently watches with the Elgin name are manufactured by M. Z. Berger & Co. I found the company web site and found information regarding how to obtain instructions for an Elgin brand watch the company manufactured.
I don't know the details of the guarantee for your watch but most makers exclude anything that is not inside the case, e.g. strap, crystal or anything else that you are likely to damage and want repairing!
I suggest you contact Elgin and see if they can sell yo another strap.
