This code came up after a short power outage. Can this issue be resolved by unplugging for a little while?

There are a few reasons this code would appear and although it is unlikely unplugging for a while would fix it, it is worth a go.
It is likely though that you will need an engineer to have a look. It could be ice build up but this in theory should not happen because the defrost sensor should know when the compressor requires shutting off and the heater firing up.
It could be a sensor fault, thermal fuse fault, heater fault (there are two and any one could be faulty) or a controller fault.

If the power outtage was less than 10 minutes unplug the unit for 20 minutes. Then attempt to restart the unit. If you have a display and nothing happens press power cool and power freeze for 8 seconds then use the up arrow to cycle through until you get to the final test and it should restart.
