The camera turns on as normal, i can access all the menus. However, there is no live view. there is only a black static screen.I tried recording a video & taking photos butthe imgaes are the same just a black screen.
Bad CCD, this is like film in a film camera. If the CCD becomes faulty it can no longer record images. This as a rule unless you can repair yourself is a repair not worth doing.

You could try to reset all the menus to default, factory settings. If that does not work, I think the camera needs repair. Nikon has a repair department, and a trade-in or trade-up program which may be worth looking into.
More information would help. If this camera is out of focus, and not able to focus, then repair is needed. Try the menus and set to default settings. Then try.
1St of all what OS are you on vista? Did you turned of the USB connection first? It may have erased the EEEPROM on your cam leaving you with a small brick to put on top of papers.
This is a pretty common problem, especially on the coolpix range. Basically it means the lens has had some issue while driving in or out of the camera body, in some cases a simple tap on the camera side(not recommended by me) can fix the problem, in others you will have to send the camera to nikon to fix it but it will fall outside of warranty as its not considered a normal camera error.
Try the menus, if they work, possible that the ccd is bad. Here is a link to the Nikon Advisory. http://www.nikonusa.com/email_images/nikonusa/service_advisory/coolpix.html
