    did you test the fuse?

    the fuse for the radio keeps blowing each time i start the car all other fuses are ok...unplugged the radio and changed the fuse but it still blows

According to Toyota manual you must use a genuine Toyota cigarette lighter part as sizes and tolerances are critical.
Wrong part can blow fuse or inpair correct operation.

Pull one out and see if is blown. The difference between a blown fuse and a good fuse will be abviious.

The fuse box cover will show the location of the fuses relative to their function, failing that check through the higher rated fuses for the lighter one.

To test if the cig lighter works buy a 12volt test light at radio shack and test the center of the cig lighter to see if you get power there.if you don't then there is a blown fuse somewhere check the fuses in the engine compartment?
