I installed avast yesterday in the hopes it would stop random pages from opening when im on google chrome. I have been into settings-on start up-Open a specific page or set of pages-done that-Search-cleared manage search engine(it is just set as google)-advanced settings-cleared browsing data-and cleared my browser settings.Then re-started my pc. Why isn't avast stopping these pop ups?
Avast is an anti-virus program designed to protect your computer from becoming infected by malware. What you are describing is not a "pop up", which is an advertisement which pops up on your screen or page after it loads completely. In order to stop this type of pop up, install an ad blocker.

Cut and paste either of these links into your browser. If you don't get a screen that looks like the one attached, something is very wrong.
