Ink levels are set by chips on the ink carts. You may be able to reset the chips with a "chip resetter", but that's not really recommended. Get refillable carts with automatic resetting chips...
If you are lucky, the 0xF4 error indicates a foreign object (a scrap of paper) in the gears. That would translate to PF driver mechanism overload. Another cause would be a contaminated encoder scale. However, the 0xF4 error could mean that the encoder board or the motor have failed. These errors can only be fixed by a service technician. If your printer is under warranty, you should call for service. Otherwise decide if you want to risk taking it apart and finding that you can't fix this error. It may be cheaper to replace the unit.
That "mumbo-jumbo" is the printer code. It may well be that you either have the wrong driver installed for the printer and it is misinterpreting the code, or the driver may be corrupt and needs to be reloaded.
