If the washer won't spin the stator or rotor assemblies at the back of the washer tub might be bad or damaged. The rotor is essentially one half of a motor, it interacts with the tub by creating a strong electro-magnet. If the rotor fails or is damaged the washer might not spin or agitate. Check the rotor for damaged magnets or other defects

One of 2 things may be causing the loud noise. Either the rear bearing on the drum has failed and will need to be replaced (very expensive) or the drain pump has a bearing problem and is making a very loud noise when it is draining (not too expensive). Either way, you will need a qualified LG technician to diagnose and repair the problem.

I had the same problem and it was a bad sensor assembly (#6501KW2002A). You can order
it from an online electronics store (www.mcminone.com). Cost is approx. $20.
I fixed it based on a thread from 2007:
See http://www.fixya.com/support/t159708-lg_washer_wm1832c
But, here's what I did:
1. Unplug the machine.
2. Take off the back plate that has 4 small screws.
3. Unscrew the big bolt in the middle.
4. Take off the hubcap looking part the bolt was securing.
5. Unclip the two sets of wires on the bottom of the circle you are looking at
(the set of wires to the right are connected to the sensor assembly you want to replace).
6. Unscrew the 6 smaller bolts to take off the circular piece that the sensor assembly is snapped to.
7. Mark with a pen where the sensor attaches so you know where to snap the new one.
8. Unclip the old sensor assembly and clip on the new one
9. Reassemble.
SOURCE: MY LG WASHER WONT DRAIN, IT SAYS THE ERROR MESSAGE
OE is a drain error - Check there isn't a kink in your drain hose, ensure the filter is clean, the drain hose can become clogged with sludge, sometimes a hot wash with 1/2 a cup of vinegar will remove this sludge

There is a small panel on the bottom left front of the washer with a tab on the top middle holding it onto the front of the washer. depress this tab with a small flathead screwdriver and the panel will open downward. You will now see a small round black piece on the left with a flat screw head on it, about an inch in diameter. unscrew this about a quarter of a turn and it will come out with a small hose attached. This is connected to the drain pump. Have a shop vac ready, pull the black plug out of the hose and this will drain the pump. The larger round piece on the right, about 3 inches in diameter is your drain pump. After draining all the water unscrew it with your hand. When you get this out it will have a screen attached which needs to be cleaned at least once a year.

Pretty easy fix with a couple of strong backs. Get some pillows, lay machine on its side opposite of the lint door so pump can be seen from bottom. Unscrew cover, then 2 remaining screws that hold pump assy to machine frame. 3 screws hold motor to pump housing that is now pretty easy to get to. mark wires and disconnect. My guess is once you have motor out yo will likely find an offending coin or something. What happens is lint screen eventually needs cleaned, but something like a coin will rest on top of it and when you remove screen by default it will fall into tube to the pump, just has no where else to go, and it's a murphys law thing. Since pump is brushless, the coin likely does no harm except mess up your day, Reverse process, Wash away
