Try fitting a new battery and make sure the winder used to adjust the hands is pushed all the way in. Some watches have a 'stop' feature when you pull the adjuster out.
Are the hands moving but out of step with the digital display?
If so then try pressing the "mode" button to reach a mode that allows you to set the hands (on my Casio it is "HS"), I would expect something similar on yours.
You can then alter the hands by pressing one of the other buttons. I would expect one button to advance the hands and another to ****** them.
This is going to be tricky not have seen that watch before at all. BUT like most Casio's there screwed casebacks.
All you have to do is undo the 4 screws (usually) and take of the back gently remove the battery? Sometimes it has 2 small screws if you gently unwind one a few turns and the other take compleltely out and set aside. Remove the battery and take it your local battery shop (sorry from australia so I don't know where you get your batteries walmart perhaps?) and replace it in the reverse order. Sorry if its so vague I haven't seen that watch before
