As long as the chain on the flapper is slack after it flushes it will seal.
then put some weight on the flapper just to experiment to ensure a tight seal.
if you can see the drain elbow under the toilet in the basement with the ceiling exposing the drain that would be the guaranteed way to know for sure. I am assuming you have done that.
Last but not least the small line on the fill valve that goes into the overflow could be weeping from the fill valve as this is the bowl wash.. So it will drip or sometimes it runs a bit . If this helps

if the fluidmaster,itself is leaking, there is a rubber disk in the base of fluidmaster, replace disk. however, i can almost promise you the dripping you hear is from a bad flapper. replace with KORKY brand flapper. buy the basic black one, with no water saving gadgets on it.you will see cheaper black ones, but get the KORKY

Toiliet Drips in bowl for a while after you flush

Check flapper out and adjust water level in tank to proper level. If you get level right and it still does drip it sounds like the flapper is not sealing correctly to shut off water.

Toilet flappers are not to expensive and you can touch it with your hand and if you get a black residue off on your hands that a sign it needs replacing.

The purpose of the "Overflow" tube is to fill the toilet bowl. It should drip for a while. If it is continuously dripping there could be dirt or deposits on the ball **** valve. Shut off the water and dissasemble to see if there is deposits or perhaps a torn diaphragm.
