I have a whirlpool ultimate II washer that will not spin everytime in the normal spin cycle, if I restart spin cycles it does fine. It will always spin on the spin cycle in the other cycles. it doesn't make any abnormal noises.

You have to start eliminating them one by one a common reason is the spin tub mounting block if the motor comes on and clutch is driving basket drive and brake assembly than this is the problem.

pull up and down on your basket to see if it has up and down play in it
kind of rock it side by side too

check the lid switch operation,not sure what the noise could be maybe somthing stuck in the pump? hope ths helps unless the contacts in the timer are faulty i have opened up a few timers and fixed the contacts short term.

If you're pushing the masket to get it moving, it's definitely oil on the clutch. Call Sears for a Service Smart Agreement. Tell them it pumps out but doesn't spin. They'll replace the transmission, clutch, and motor coupler (a $400.00 job) for about $250.00. Or, maybe it's (sadly) time for a new machine.
