This is a very common problem with this model. I encounter exact same problem. What I did was took out the print head and clean the print head with Q tips with alcohol. To locate and remove print head, follow the instruction at Canon's PIXMA MP830 website and choose the tab "Support & Service" type "rseating the Print Head"

Basically, printer head is inner carton where ink cartridge sit.
Above link shows precisely how to remove the ink cartridge.
Above link's instruction says, Caution: do not touch print head nozzles
But, I just went ahead and clean the print head nozzles with rubbing alcohol soaked Q tips.
After completely cleaned and dried, I reinstalled print head, reinstalled ink cartridges,
closed all the cover. It went back working perfectly.
Sometimes a bad positioned printhead may cause this error.
If
no luck, unfortunately this is a PCI bus error and is a Service Error
Code. Typically this is an internal error on one of the ASIC chips on
the logic board and can only be repaired by replacing the logic board
at a Canon Service Center.
Note - On most occasions, replacement is a better option than repair.

I solved this on mine by removing and reinstalling the print head.
1. Remove and set aside the ink cartidges (don't make a mess)
2. lift the gray print head lock lever that is to the left of where the ink cartridges go.
3. Lift out the print head out without touching the ink ports inside, the contacts on the back, or the print nozzles on the bottom. The print head is the grey thing with circular ink ports that seat the ink cartridges. there are good pictures in the PDF of the Easy Setup Instructions available on the Canon Printer website. Look under the printer, then support, then downloads: http://gdlp01.c-wss.com/gds/0900002776/mp510_esi_us_v2.pdf .
4. Put the print head back in, lock the lever, reinstall the cartridges in the roper positions. And voila!
If this doesn't work you may actually need a new print head.

It just means that the printhead is defective, All of the Canon machines say that when the printhead goes out.
