When using the Elna 1/4 inch foot to piece, the seam allowance varies from slightly over 1/4 inch at beginning of the seam to about 1/8 inch at end of seam (i.e., once the fabric no longer in front of the foot, but is completely under the foot). Is this an issue with the feed dogs causing the fabric to shift slightly? Should I be using a plastic stiletto to ensure that the fabric continues to feed evenly?

slide the accessory case off; locate the feed dog lever on the back of the free arm. Slide the lever either to the right (down) or to the left (up).

it could just be knocked out of gear,,, or the drive to the drive dogs has sheared off??? if thats the case its for a repair man to fix it
the drive gears are inside the machine!

sorry, not sure I understand your problem. can you elaborate?
Have you got the correct Elna bobbin for your machine? check your manual, it should have an image of the bobbin, the 7000 was one of the last Swiss made Elnas and although a computerised machine, it still tool the Elna metal bobbin with 7 holes on one side only. If you are using another bobbin in the shuttle, it may not function correctly.
if you can add some more info I will try to help you further.
