You will find that the compressor is bad and will not start...this kicks out the receptacle.

If when you turn your dehumidifier on the compressor runs then you should get moisture. Dehumidifiers work on the same principal as refrigeration. There is a bad control switch or the compressor start relay or capacitor is defective. If compressor runs and there is no effect then that is another problem. The filter should come out the front where the air goes in front and the filter should be washed by hand in warm degrease detergent water, dry and replace. It sounds like you have power to the unit but a component is failing to start the system get an AC tech to check it.

Follow the start wire from the compressor to the capacitor, the run wire will go to the opposite side.
For instance if the white wire is the start wire on your compressor then the run wire will go to blue wire and vice versa.

4681A20040R is the fan part #. Bought one on e-bay. Fixed the same problem.
