It sounds like you machine isn't draining.
The machine won't spin if it still has water in it..
Check that the pump isn't blocked or the hose kinked.
This is not a big job for a repairman and doesn't normally take long to fix.

The "liquid" you here sloshing around in there is supposed to be there,it helps it to stay balanced when it spins at Hightower speed. Also you should use the "clean washer" cycle about once a month,... It helps get rid of the hard water deposits that build up, unless you have a water softener unstaaled in the house - but most people don't. If you do a lot of laundry, the strut rods that hold the drum in place wear out( mine lasted six years) and that will make it out of balance when it goes into drain and spin cycle.
You need to replace your pump. Make sure you have the washer either on something that will absorb water, or fix it outside/garage. Because these pumps hold extra water and that is why it is not recommended to keep them outside to do laundry in colder climates. The water can freeze in the pump and wreck it. Good luck. They actually are pretty easy to replace.
