The carburetor is clogged. it needs to be cleaned. if it will run on choke that means that it is starving for fuel but if it runs at all it is an easy fix. just take the carburetor apart and clean with carburetor cleaner good and it will run like new. good luck

Check the carb or idle adjustment screws on the side. Sounds like you're not getting enough air.

I'd guess that you have a bad diaphram in the carb and will need to rebuild it. The diaphram pumps the fuel and if it stretched or torn this is what will happen

Dawn it is running lean if it will run on 1/3 choke when you choke it like that it actually restricts the air flow into the carburetor my suggestion would be to remove the carburetor and clean it real good and try that first before going anywhere else
