(Just to be clear, this is the BBC Radio app, right? If your problem is the BBC News app, I may have a different suggestion.)
Do you have the latest version of the app? It appears that BBC Radio just updated the app a week ago on 31July2014 (Version 1.5.3), but it requires iOS 6.0 or later and is optimized for iPhone 5. I see you have an iPhone 4.
Do you have iOS 6 on your phone? And do you have the latest version of the app?
iOS 6 is supposedly completely compatible with iPhone 4s, and it is also supposedly compatible with iPhone 4 except iOS 6 on:
So, it seems to me that this app should still work on your phone, unless you don't have the proper operating system or you haven't upgraded to the new version.

What's New in Version 1.5.3
FIXED - problem with automatically finding your local station
Please note that you can also choose any local station from the option beneath the dial after turning it to 'Find Local Radio'. You can even add up to 3 selected local stations to the dial using the Edit function.
Compatibility: Requires iOS 6.0 or later. Compatible with iPhone, iPad, and iPod touch. This app is optimized for iPhone 5.
SOURCE: How to erase the *** apps from i9 3g iphone clone
There is no way
The only thing you could do is to replace the Chinese Game icons with black icons
In order to do this you need to download your firmware to your pc and play around with it
DANGEROUS !!!
SOURCE: iPhone 3g Power & Volume buttons aren't working
Hello,
This is probably a hardware problem, even though it started happening after a configuration change.
The part that connects the on/off button and the volumes is the same part. This flex cable connects these buttons (and some other parts) to the motherboard. This cable is frequently damaged when the Iphone is wet.
The good part is that it is a cheap part, and relatively easy to install.
You can find a replacement here:

SOURCE: my iphone 3G does not starting up it simply shows the apple logo
U PLS do as i say ..............Open iTunes and connect the iPhone to your Mac or PC
Step Two
Press and hold the Home button and the Sleep/Wake button at the same time.
Step Three
After exactly 10 seconds release the Sleep/Wake button. Continue holding the home button until you iTunes pops up a message telling you that it has detected an iPhone in recovery mode.
The iPhone screen will remain black like this:
NOTE***: It may take a few attempts to get your iPhone into DFU mode. Generally, I hold down both buttons then release the Home button just before I think the Apple logo would appear. If you are still holding both buttons down and you see the Apple logo you are holding them down for too long!

If you can take advantage of a nearby wireless hub, you'll have much better speed than when you're on a cell-phone data network... but even without wireless, you can still browse, email, work and play via the EDGE or 3G cell-phone network.
