I assume it is on the black screen with the empty battery. If it doesnt come up with the little lightning bolt to show it is charging then it is likely the cable or charger are dead. try laptop USB charging port instead. Note I have had faulty cables that would lock up each USB port tried until I rebooted. try a friends charging rig that you know works. Another thing to check, is pocket fluff in the charge port which may prevent you inserting charging cabel correctly.
Have you tried pullimg yhe memory chip ad batteries and reloading them. And if camera is that new it should still be under warranty take it back to where you purchased it, dont tell them you dropped it and they should help you or replace the camera.

Be sure that you plug original Olympus USB cable directly into USB port on mother board (ussualy on the back side of PC) not on the front pannel hub and not into extention USB cable.
have you check if you are using the usb cable or the av cable. the camera will not show anything on the screen if you are using the av cable and connect the camera to your computer.
Well after a bit of trial and error, I found a somewhat consistent solution. Here are the steps:
1. While the camera is off, plug the USB cable into the camera (Don't plug the other end of the USB cable into the computer yet)
2. Turn the camera on and press the mode button
3. Navigate to the Camera icon
4. Plug the USB cable into the computer (the camera icon will change to the USB screen)
5. You will notice nothing happens!
6. Unplug the USB cable from the computer
7. The camera screen switches back to the Camera icon
8. Plug the USB cable back into the computer and a VTech 773 icon should show up on your desktop. 9. When your finished copying pictures to your hard drive, drag the VTech 773 icon to the trash. I don't know why it works but it worked 9 out of 10 times for me. Let me know if you find a simpler solution.
I to all, sorry for my english. I have resolved this problem, with the PocketLOOX8xxFlashTool.exe. The tool first try to connect to the T830, then it show you how to reset the PocketLoox to reflash it. The sequence is:
1) Reset by pressing Power Button + camera button + factory reset; 2) insert the usb cable in the T830 or insert it in the docking with the Power Button + camera button pressed. When you insert the usb cable, on the screen it show a new message "New USB download mode". Now PocketLOOX8xxFlashTool.exe can connect to your t830 and reflash it.
