If the pump runs manually as you state, then the problem probably has to do with the control for the pump. It could be a bad capacitor in the control , but I'm not sure there are replacement parts for these control units. Possibly you need a new control unit.
Brown wire should be active and blue should be neutral. the motor will still spin the correct direction as it is single phase . Have a look in the connector box and which ever wire is connected to the active then that will be the wire for the motor.
If your hot tub has been submersed by water then you are going to need all new controls for it. NEW control box with a new topside, New motor and whatever else is electrical under the skirt of the tub. Start your search by getting the brand name and model number off each item.
Grundfos is a p. o. s. I have a new system cu 301 and I have had to get it repaired twice by Fogle Pump and Supply. These guys are real rip of artists in Washington State and should be reported to the BBB. Dont Use Fogle if you need a well

device, one or two pole, and read the diagram .going in needs 3 wires, line (pr black) neutral (white) and ground.
out also 3 wires line, neutral and ground.
disconnect before wiring.
