It depends on your car seat. Follow your instruction manual for your child seat and your car. Not all seating positions have tether anchors.
"Rear-facing only" seats do not tether (these have a separate base and carrier)
"Rear-facing convertible" seats may tether.
"Forward-facing" seats usually tether (some MUST tether).

ok I had such a hard time with this, i looked on the internet for hours and found NOTHING!! haha so i went to babies r us and checked out a similar one so here it is.
first the strap goes on the bottom, pull them even and the add the buckle, plastic buckle thing, and the other thing soft thing. then put the strap through the back of the seat (you should have two ends) not the must go OVER the adjusts! now take the metal piece that adjust the length and pull it long enough for it to reach the two straps and hook them up!! haha if this isnt good enough go to a store that carries the alpha omega elite car seats and check it out! GOOD LUCK!!

Yeah its a bit tricky. ON the fron of the car seat there is a strap that goes intot he seat and has a button to lossen it. Press it down to lossen that strap then flip seat over and on the bottom you will find other end of the same strap and it has a brass t-fitting. Take it and pull it up the back side of seat and the shoulder straps fit into the brass fitting then tighten by pulling strap in front of chair.
