You could give it a try you don't have anything to loose and you might be able to clean it and thats what it sounds like. But you can redo bolth of the regulators with new ones get rid of the plastic cover and they thread on a pipe that comes out of the air system. You could get two new gauges and a manifold body for 50 dollars at a place that sells auto paint supplys or spray equipment. If the compresser still works good its worth it you just have to do a little retro fitting these parts tend to be vary standard its your call good luck

Sounds like your pressure regulator needs adjustment...
Turn the knob on the pressure regulator clockwise and you should start hearing air coming out of your hose...Once air is coming out, remove your hose and keep turning the regulator till you get to your desired working pressure normally around 90 psi...leave your pressure regulator at that setting and it will stay at that setting.

The regulator has a very strong spring inside causing knob to get harder to turn as you increase the pressure (increase clockwise). If the knob is easy to turn most likely stripped inside. If knob gets tight as you turn then plunger at rear of regulator is stuck. On the back side of the manafold directly opposite the adjustment knob is a small nut housing a plunger. Let out all the air from the tank and remove the nut. Seperate the nut and plunger, lube and re-install. If the regulator knob is stripped you will need to replace the manafold or as a temp fix remove the safety valve (let out air from tank first) and install a tee fitting. On one port of the tee reinstall the safety valve and on second port install quick fitting for full tank pressure (or install aftermarket pressure regulator ).
