What you have there is a malware problem. What you need to do is to go online and download malwarebytes. install and update that and start scanning your system.

There are a few possibilities here. One of the more common ones is that you haven't paid your internet service bill, and they've turned off your connection to the internet. If so, you can usually still get to your ISP's address (e.g., verizon.net or comcast.net), where you will be prompted to log in and give new credit card information.
Another possibility is that you have a spyware/adware/virus/malware infection. You'd need to install and run a package like SpyBot, AVG, or BitDefender (all free and quite good). Since you can't surf to these sites, you'd need to download the package onto a flash drive from a connected computer.
Another possibility is that there really is a problem with the upstream DNS server or your computer's TCP/IP (internet) settings. Getting to these settings is different for different versions of the Windows operatingn system (grrr... Bill Gates is the devil incarnate). Usually, setting the DNS server to be selected by DHCP works. Alternatively, you can manually specify the OpenDNS servers:
208.67.222.222

If the problem really is with the upstream DNS server, you'd still be able to connect to purely numeric IP addresses, like, for Google:
http://64.233.161.147
If that numeric address won't work, you might need to look at your upstream connection devices, like router or modem or the physical wire/cable connection to the modem.
