This can be a little tricky, the filter is in the tank connected to the line. The line is pulled through a hole in the tank which seals only because the line is the correct outter diameter to seal the hole and not collapse the interior. Fuel line and filters are available at most places that carry outdoor power equipment parts but you must make sure the line is the exact size inner and outter as the original.
If the trimmer has a primer bulb the line goes from the tank to the bulb and then to the carburetor, a second line goes from the carburetor back to the tank, don't get them mixed up.

Yes, a simple carburetor cleaning will do the trick. Disassemble the carb. and spray with carb. cleaner. Make sure the small screen is free from debris. Clean the small portals with a Den Tek Brush (http://www.dentek.com/shop.php?target=products&product_id=7). They work great for this job. Reassemble and start.
If this doesn't do it, buy a new carb. kit and replace all appropriate parts.

I add fuel stabilizer if fuel is still in mowers, etc. for the winter since it isn't easy to totally drain it.
Just a day ago, our rototiller was limbered up for the garden and I shot 'starter fluid' (ether) into the air intake before even trying it and it fired on the second pull.
You can buy the stuff at any auto parts store and even dollar stores.
