If the blades are turning as you jump start then the PTO switch is in the on position which disables the starting circuit.

If you were able to jump start mower then the problem lies with the battery connections or battery itself

You may have some bent or out of adjustment linkages, causing the brakes to stay on.
Or the friction nut (one on each transmission) is too tight. These are located just in front of the axel, they go through a slot, the washer behind the nut should turn freely

SOURCE: I have a Toro 38"

Have you checked out the seat safety switch and also is your mower capable of cutting in reverse? There are aslo safety switches on some models that kill the blades when backing up. Check these and see if you can find an issue with one of these. Sounds like one of the safety switches is going bad and killing the blades and then restarting them, if not then you may have a bad electric clutch or a loose wire on the clutch. Let me know what you find.

Toro TimeCutter Z17-42 Zero-Turn Riding Mower is breaking belts!

Question edited for clarity, full 'make model (what it is)'.
Question moved from Cars and Trucks category to correct Toro.

In that scenario, the clutch jamming and locking up against something may be a possibility. If the clutch just jams it holds the blades on contact with the drive.

Worn pulleys, badly aligned pulleys, or sticky bearing are much more likely. There is lots of help here as this is a known issue.

Toro TimeCutter z4200 will not start

First check to see if there is a fuel shutoff under the tank. On some models there is a fuel filter screen inside the tank where the fuel line connects to the tank. If niether of these work, R&R the carb.
