IF that is a small engine and has a magneto. You need to check the gap between the coil and the magnet on the flywheel. The easiest way to judge that gap is with a business card. If it fits between the two parts without effort, then it is too much gap.
On most of these engines since they are air cooled you need to have all of the metal shielding that came with the engine on it. These help direct the flow of air from the flywheel fins to cool the engine. You may have to remove the metal shields and clean the fins if you have an older motor that has been run in really dirty areas. If air can't flow between the fins it can't cool. I will mention oil level just because oil also helps cool the engine how ever most of these engines will not run if the oil is low due to an oil pressure switch that prevents it from running if the oil level is too low.
try cleaning and gapping the spark plug. If it looks bad, replace it- they are cheap. If it still isn't working, you may need to clean the carb. Also check the air filter and make sure it's clean.
I suppose is 4 stroke engine. Before adjusting the breaker points gap at .020 check if the breaker points are burned. Also check the condenser(change it).Change the spark plug with a new one with the same heat range. The plug gap is .030.
Most honda engines have an oil sensor that prevents the engine from starting if the oil level is low or oil is dirty. Test coil by disconnecting oil sensor wire. With sensor disconnected coil should fire. If still no fire, check kill wire for short. If still no spark, coil may need to be replaced. enjoy
