Record Your Announcement
Before using this answering system, you
should record the announcement (up to
three minutes long) that callers will hear
when the system answers a call. If you
choose not to record an announcement,
the system answers with a pre-recorded
announcement: “HELLO. PLEASE LEAVE A
MESSAGE AFTER THE TONE.”
1 Press and hold a. When the
system beeps, speak toward the
microphone normally, from about nine
inches away. While you are recording,
the Message Window blinks .
To stop recording, release a.
The system automatically plays back
your announcement.
To review your announcement, press
and release a.
To erase your announcement and
return to the pre-recorded announcement,
press Dwhile your announcement is
playing.
Callers can skip the announcement by
pressing #.

I found the link to the 1738's owner's manual on at&t's telephone equipment website:

The link you'll need is the one on the bottom, and the steps to record the announcement are on page 1 of 2 over towards the right hand side of the page.

The microphone (located inside the unit and faces downward towards the surface below the answering machine) might be defective. One option would be to call into the answering machine and try recording your message that way.

Other than that, there really isn't much you can do for this problem other than replace the unit.

I have an AT&T 1738 answering machine that has developed a large amount of static when the announcement message is played. I have tried to re-record the message without success. Any help would be...

The microphone (located inside the unit and points downward to the surface below the answering machine) might be bad (assuming that messages left by callers sound clear).

One option would be to call into the machine and try recording your greeting that way. Else, there isn't much that can be done other than to replace the unit.
